A seven digit number of the form abb/ccdd. The first digit, a, represents the MAFF Region. The second and third digits, bb, represent the National River Authority's Sea Defence Survey region. The fourth and fifth digits, cc, represent the maritime local authority. The sixth and seventh digits, dd, uniquely define each defence length within the referenced council boundaries. As far as possible numbers shall be allocated in ascending order when progressing clockwise around the coast. The first digit of the defence length code desiginates the MAFF region.

National Rivers Authority's Sea Defence Survey region
The second and third digits designate the region from the NRA's Sea
Defence Survey. Halcrow's guidance notes for the 1995 update of the CPSE
(see the dataset documentation catalogue: reference CRDA/10/DD/3/1995/1)
states that these codes represent the NRA Regions prior to the mergers between
the Northumbria and Yorkshire Regions, and the Wessex and South West Regions.
Those defence lengths within the boundaries of the NRA's Severn-Trent region
are included in the Wessex Region - Bristol Avon District.

Maritime local authority
The fourth and fifth digits define the maritime local authority. C is Council;
BC Borough Council; CC City Council; DC District Council and MBC is Metropolitan
Borough Council. (Note that the actual codes used are different to those listed
in CRDA/10/DD/1/2. The following table is taken from
