Information on charges for chargeable services

This document provides an overview of the charges applicable to certain services supplied by NDAD. Most of the services described are performed by us as agents of The National Archives in discharging the TNA's statutory obligations under the Public Records Acts. As such, the charges which apply are defined in a Statutory Instrument which is laid before Parliament once a year, and this sets the charges for the forthcoming year. The information in this document describes the charges which shall apply to these services with effect from 14th April 2003.

Under the Freedom of Information Act 2000 people have a right of access to information held by public bodies in England and Wales. We will not normally charge for information requested under FOI unless retrieving that information requires excessive staff time. However, charges may apply to copies of records made available through FOI. You will be contacted before any chargeable work is undertaken on any FOI request you may make.

Estimates

You can ask for an estimate of the charge for any service - statutory or non-statutory. We will usually charge £10 for providing this estimate. The fee is refundable if you subsequently place an order for the work estimated, and if the order value is itself greater than or equal to £10. We may waive the estimate charge for particularly simple cases.

Paid searches

Paid searches cover only requests to us to perform searches against the data or dataset documentation which could be accomplished via the dataset query mechanisms or finding aids search mechanisms available to the public. The charge is £12.50 per 15 minutes of staff time or part thereof. Most dataset searches will take less than 15 minutes if your query covers data from only one dataset table. The fee for the paid search does not in itself entitle you to a copy of the results of the search. It entitles you only to know:

  • whether or not any items were found as a result of the search
  • how many items (i.e. records or documents) were found
  • what those items were. This consitutes a list of reference numbers for document searches, and a list of row numbers from a table for dataset searches.

If you wish to receive a copy of the results of the search, you must pay the charge applicable to the type of copy.

If your request is not one which can be dealt with via the standard dataset query mechanism, we may still be able to undertake the work as consultancy. This is an extra-statutory service - see charges below.

Copies of archives

The charges for copies of the archives appear to be very complex, but in fact are made up of a simple set of components. For all forms of delivery (on disks, via a network, on paper, etc.) there is usually:

  • an initial charge which applies to the whole order;
  • an additional charge for each extra dataset which must be used to make up the order;
  • a charge for subsetting the data, if you request only part of a particular dataset;
  • a volume-related charge (e.g. for numbers of pages or disks which must be used);
  • postage and packing charges where applicable.

If you order via the on-line system, a complete breakdown of the charge showing each of these elements will be emailed to you. The initial charge varies depending the method of recording and delivery you choose.

The charges quoted below apply equally to copies of datasets or dataset documentation. Certain elements of the charges (such as those for subsetting data, or for colour copies) are only applicable to one or the other. Where there are charges which apply per unit volume (i.e. a per Mbyte charge), the charge applies to whole units and part units. Thus, a 1.2 Mbyte file will be charged at the rate for 2 Mbytes.

If you wish to sub-set the data being supplied, either by asking for specific ranges of records or by applying a query to select certain parts of the data, the following additional charge will apply:

Other services

A number of other services attract a charge which do not fit into the categories listed above.

Lost userid/password

For replacement of a lost password or userid, the charge is £2.50 per occurrence. If you believe your userid or password has been compromised, however (i.e. you suspect someone else may have discovered it and may abuse this knowledge) we will replace your password or userid free of charge. We encourage you to report all such occurrences to us as soon as you are aware of them. If you do not, you may be held responsible for any actions taken by another person using your userid if you reasonably suspected that they knew your userid and password.

Certification of copies

Certification of copies is a process whereby we inspect a particular copy of data or dataset documentation produced by us and issue an affidavit that the copy is a true and accurate copy of the original records held in the archive. This service is typically only employed if it is necessary to produce parts of the archives we hold as evidence in a court case. Since the original material will not be released from the archives, rules of evidence and the Public Records Acts require that any copies of the records which need to be adduced in evidence are certified as true and fair copies.

You do not need to pay for certification just to ensure that the copies we produce are accurate. Every copy is produced via processes which should ensure its accuracy under all normal circumstances. If certification is required, it must be requested at the time of ordering the copy. Certification of material already in your possession is a task we can only undertake as a consultancy service. It is not covered by statute.

Charges not covered by the Statutory Instrument

The following charges are not defined in the Statutory Instrument and hence the charge may be varied from time to time, or the services themselves may be added to or withdrawn without notice (although we will endeavour not to withdraw any service for which there is a demand, and not to vary charges more often than annually.)

For research over and above that provided by the paid search service, or for more than 30 minutes of specialist assistance, our charges vary depending on the level of expertise required and the length of time it is required for. Hourly rates vary from £60 to £100 per hour; daily rates from £350 per day to £550 per day.

We can also provide training courses in aspects of use of the service, either at our own premises for small groups of up to 20, or at your own premises. Charges for this service depend on the nature of training required, its duration and location, and the number of people involved. Courses from our standard set are usually charged per person attending; specially-developed courses will usually incur a fixed charge.
